With a Doctorate in Medicine, an MBA in Strategic Management and a Master's degree in Public Health with a focus on monitoring and evaluation of health projects, Dr. FALL is a qualified health professional with a passion and commitment to improving living conditions and empowering communities. She has over twenty years of experience in developing, implementing and evaluating strategies and communication plans for social and behavioral change in communities on the African continent. She has worked for many years on health, wash, and capacity building projects at both the national and regional levels (CRS, UNDP, UNICEF, OMVS, CRS, NI, etc.).
In 2017, Dr. FALL founded Askaan a non-profit organization that provides technical assistance/support to governments and private organizations in a health system strengthening approach.
Dr Fatou FALL is the Executive Director. In this capacity, she defines the vision and the global strategy of the NGO, ensures the conformity of the projects conducted by the association, promotes the expertise of the association with the financiers, and promotes and develops institutional partnerships.

Dr. BARRO holds a doctorate in medicine, a post-graduate degree in public health, and is a specialist in the management of immunization systems in developing countries. He has more than 15 years of experience in the field of health, specializing in vaccinology, planning, strengthening, and management of immunization systems on the African continent. He worked for many years in Senegal as a District Medical Officer before joining the Ministry of Health and Social Action as Head of the Training and Supervision Office of the Expanded Programme on Immunization (EPI), then Head of the Partnership Division and finally Head of the Planning Division in the Directorate of Planning and Research.
He joins Askaan Santé in July 2021 as Program Manager and leads the design, planning, implementation and monitoring of strategies for strengthening routine immunization systems in West Africa. He coordinates the routine immunization strengthening program funded by the Bill & Melinda Gates Foundation and manages the teams based in Guinea and Niger.
Dr. Paul Okediji is a physician, public health professional with over a decade of experience in public health research, data analysis, knowledge management, program design and implementation and health systems strengthening. His knowledge and experience extends to routine immunization, health systems strengthening and cancer control.
Previously, he led knowledge management and institutional research capacity development interventions in routine immunization strengthening programs in six northern Nigerian states, and coordinated the design and implementation of interventions to improve immunization coverage rates in Guinea and the Republic of Niger.
Paul currently works at Askaan Sante as a Program Advisor with a focus on health systems strengthening. He oversees the development of program strategies and provides support to program implementation teams in West Africa.
A graduate of the Polytechnic, with a Master's degree in Business Administration and Finance - Marketing option; and a Higher Diploma in Accounting, Sally Pame has seven years of experience in the implementation and monitoring of communication strategies for social and behavioral change in communities (EXP Momentum, Speak Up Africa).
He joined Askaan Health in March 2017 as Program Officer- responsible for designing and implementing strategies related to demand generation, improving accessibility of immunization services to all communities and optimizing vaccine logistics.
Abdel Kader DIEYE is a graduate of the Polytechnique, an economic planning engineer and holds a Master's degree in Public Health with a specialization in monitoring and evaluation of health programs. He has twelve years of experience in the health sector. Planner for five years and then HIV Technical Advisor of the National AIDS Control Council (CNLS) in the medical region of Sédhiou, Mr. DIEYE has strongly contributed to the improvement of the planning, monitoring, evaluation and data management system in the medical region of Sédhiou and then in the Ministry of Health and Social Action of Senegal. IT Manager of several health data transmission projects via cell phones (Frontline SMS, ODK, DHIS2), Mr. DIEYE has also developed expertise in health program management (USAID -Direct Funding and FARA-, UNFPA -SDAFSS, Bill and Melinda Gates Foundation -Roving Midwives Project-).
He joins Askaan Santé in January 2021 as Senior Program Officer - responsible for planning, monitoring/evaluation, management and data quality for the Routine Immunization Strengthening Program in Guinea and Niger.
Leonidah Omayo holds a medical degree and a master's degree in international health from the Swiss Tropical and Public Health Institute (Swiss TPH). Dr. Omayo has over ten years of experience in public health, particularly in project design and implementation, capacity building of health care providers, and immunization research. In addition, Dr. Omayo has worked at the East African Center for Vaccines and Immunization (ECAVI), an East African-based NGO that supports initiatives to reduce morbidity and mortality associated with vaccine-preventable diseases and cancers in East Africa.
Dr. Leonidah Omayo joined Askaan Health in August 2021 as a program officer to provide expertise and technical support to teams in Guinea and Niger in the design and implementation of routine immunization interventions.
Holder of advanced degrees (DESS, Masters) in the fields of financial engineering, accounting, financial management, control and auditing, AGHALI Al Rhaji has studied in different cultural environments (Niger, Benin, Morocco, Ivory Coast), which has allowed him to develop an ability to adapt and strengthen his values of tolerance.
He started his career as a control support and junior auditor. Today he has more than ten years of experience during which he has asserted himself as an expert in quality control of financial management, accounting and procurement activities, project management and team management.
AGHALI Al Rhaji joined the Askaan Health team in April 2022 as Finance and Grant Manager. His main mission is to develop strategies, approaches and tools to strengthen the management and control of funds dedicated to financing routine immunization programs in the organization's intervention areas.
Accountant, holder of a master II in finance and accounting and a certificate of consultant of SMEs issued by ADEPME, Khadim has benefited from several capacity building in various areas of accounting and administrative management, including on the software TOMPRO.
He has a perfect command of project accounting thanks to his experience as Regional Accountant for the Water and Value Chain Project (in Fatick, Senegal) and the Food Insecurity Strengthening and Resilience Program in the Sahel (Matam and Ziguinchor, Senegal).
Khadim joined Askaan Santé in July 2022 as an accountant. He is responsible for accounting management and supports the Grant and Finance Manager in financial management.
Belgian by nationality, Zoé Tiberghien has been living in Dakar for several years. Holder of a master's degree in journalism, she has since multiplied experiences and missions in the field of communication within different sectors (cultural, associative). She was successively video and web manager for LIFE ONG (Bamako), in charge of social networks for the Goethe Institute (Dakar) and in charge of communication for Loman Art (Dakar).
She joins Askaan Santé in December 2022, as a Digital Communication Officer, with the main mission to develop and implement the global digital communication strategy of the organization.
Administrative and financial assistant, Ndeye Farma holds a Master's degree in Banking and Finance from the Ecole supérieure de Commerce. Versatile, she has multiplied significant experiences within different companies, such as BICIS, Senelec, EXP Momentum, Physalis immobilier, Magic Land, In Touch, Optimum Africa Consulting.
Under the supervision of the Finance & Grant manager, she joins the Askaan team with the responsibility of carefully managing the interface between Askaan Santé and its various partners, while providing support on the administrative, financial and logistical levels.
Mélodie Petit holds a Master's degree in History and Social Sciences and Applied Modern Literature from the Sorbonne University in Paris. She also holds a professional Master's degree in communication and audiovisual from the School of Communication, Internet and Television. She has worked as a journalist for the written press and radio and in production for television. She is involved in the social and cultural life of Dakar by working for the contemporary art gallery Loman Art and is committed to the association Yataal Art, working for the population of the Medina district. She has worked in several international organizations, notably at UNESCO, where she was in charge of communication around education programs for living together and promoting sustainable development. She joined the Askaan team in February 2023 as a Program Officer specializing in communication for the creation of demand for reproductive, maternal, neonatal, child and adolescent health services, as well as the nutrition component (SRMNIA-N), in Senegal.
Dr. Lucky Abraham is a physician and public health professional with more than six years of proven experience in clinical practice; and directing, managing and coordinating health systems strengthening programs. This experience extends to routine immunization, HIV control and comprehensive health systems strengthening initiatives.
As part of a routine immunization and health systems strengthening program in six northern Nigerian states, Dr. Lucky provided front-line support in leadership and governance, supply chain management, and financial management. He also led the strategy and design of interventions to improve private sector engagement and health financing in HIV care in five Nigerian states.
Dr. Lucky joins the Askaan team as a Program Officer based in Dakar, Senegal.
Joseph Zoumanigui is a Doctor of Medicine with a Master's degree in Public Health and Supply Chain. He is trained in Public Health Research Methodology, Health System Strengthening, and Health Program Design and Evaluation.
He has several years of experience in the field, with a stint at the German Cooperation GIZ as an investigator in charge of data collection. He then joined the International Organization for Migration as an assistant project manager. He was also a Regional Technical Advisor at Chemonics International in the USAID Global Health Supply Chain Program, which consolidated his skills in planning, budgeting and monitoring activities.
He joined the Askaan Santé team in March 2022, as Program Officer based in Kankan (Republic of Guinea).
Idrissa Moussa Barazé holds a PhD in Medicine and a Master's degree in Public Health Sciences from the Université Catholique de Louvain. He was trained in Applied Research Methodologies in Global Health (MSSP2 MC).
He has 8 years of experience with the World Health Organization (WHO), particularly in the area of epidemiological surveillance of vaccine-preventable diseases, epidemic response, and vaccine coverage surveys.
He joined the Askaan Health team in November 2022 as RISP Program Officer and is based in Kankan (Republic of Guinea).
Dr. Souare holds a Doctorate in Medicine, a DES in Visceral Surgery, a Master's degree in International Public Health and another in International Cooperation and Humanitarian Aid. He has 15 years of experience in the field of medical practice, emergency management, surveillance of diseases with epidemic potential, community health and finally vaccination.
Issaka Sidikou holds a Master's degree in Health Project/Program Management and a State Diploma in Public Health. Mr. Sidikou specializes in community health, a sector in which he has conducted two studies, the first on "the indicators of ownership of community structures in the protection project for vulnerable children repatriated from Agadez of the Makaranta of Mallam Diafarou in the Tahoua region (Niger)". And a second one concerning the "Strengthening of the ENSPs of Niamey and Zinder through the continuous training of the general nursing and obstetric care sections".
He has more than 25 years of experience in the public health sector, particularly in the development, implementation, and monitoring and evaluation of routine and supplementary immunization activities. He started as Regional Malaria Coordinator at the Tahoua Regional Public Health Directorate and later became Head of the Immunization Division at the Immunization Directorate.
Team Lead Niger at Askaan Santé since May 2022, his mission is to supervise, implement and monitor the activities of the immunization strengthening program funded by the Bill and Melinda Gates Foundation.
Mamane Laminou is a medical doctor with a master's degree in MLM certified by the WHO. She has 5 years of experience in data management, monitoring and evaluation, capacity building, health system strengthening and epidemiological surveillance.
First, he was a member of the MSF Switzerland committee for the missions in Magaria and Tillabéry, then he coordinated the monitoring and evaluation activities in the framework of the project to support the fight against acute malnutrition implemented in the Tillia district.
On behalf of WHO, Laminou then supported several health districts in the regions of Niger in the investigation and validation of AFP case alerts, training of health workers, formative supervision, analysis of vaccine performance, and organization of responses to epidemics. It also supported routine immunization systems in the Madaoua district of Niger by contributing to a significant improvement in vaccine performance.
Mamane A. Laminou joins Askaan Santé in July 2022, as Program Officer based in Zinder, within the framework of the Strengthening Immunization in Niger program, funded by the Bill & Melinda Gates Foundation.
Bassirou Deme is an epidemiologist with a master's degree in Community Health and Epidemiology and a master's degree in Bio-Statistics. He has benefited from several continuing education courses leading to various certificates in the fields of field epidemiology, epidemic response, effective vaccine management, etc.
He has more than a decade of experience during which he has acquired solid expertise in field epidemiology, routine immunization and vaccine-preventable disease surveillance including COVID 19, effective vaccine management, and emergency management. He was successively in charge of the health zone within the Ministry of Health of Burkina Faso, then in charge of the Expanded Immunization Program in the district of Kongoussi and then WHO Consultant for the Stop TEAM Polio in Cameroon (Bertoua,Douala,Yaoundé).
He joined the Askaan team in July 2022, as Program Officer based in Maradi, Niger, in the framework of the Strengthening Immunization Program in Niger, funded by the Bill & Melinda Gates Foundation.
Holder of a doctorate in general medicine and a professional Master's degree in field epidemiology, Dr. Mamadou Moussa has more than 10 years of experience in Niger in the health field. After working initially in the care of malnourished children for MSF OCB, he continued with the Ministry of Health as a doctor in charge of a health center, then as Deputy District Chief Medical Officer and finally as Head of the Planning Department of the Public Health Emergency Operations Center within the Epidemic Surveillance and Response Directorate.
Based in Niger, he joins Askaan as Program Officer for the Immunization Strengthening Program, funded by the BIll & Melinda Gates Foundation.
